Joseph Cao, a member of the Republican Party, is the representative of Louisiana's Second Congressional District.
The 42-year old Lawyer won victory over nine-term Democratic US Representative William Jefferson in the December 6, 2008 elections. Joseph Cao gained nearly 50 percent of votes, while William Jefferson received 47 percent.
